This is a developmental position with promotion potential to the GS-12 level. As an advanced trainee, the incumbent increases knowledge, skills, and abilities in the profession. As part of planned career development, the incumbent works with and assists senior members of the staff in performance of contracting assignments.
Receives advanced training through classroom and on-the-job instruction to provide a more thorough understanding of and exposure to laws and regulations, administrative policies, production/validation processes, and the various methods employed in contracting functions.

Requirements |
Completed a 4-year course of study leading to a bachelor's degree with a major in any field;
OR
Completed at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
NOTE: Applicants who have been in a GS-1102 position at a GS-12 or lower grade level since January 1, 2000 without a break in service only need to meet the additional requirements in order to qualify.
This position may be filled at the GS-05, 07, 09, or 11 pay levels. IN ADDITION to meeting the basic education requirements above, applicants must also have:
At the GS-5 level:
Meeting the education requirements as described above is qualifying at the GS-5 grade level.
At the GS-7 level:
at least one full year of experience (equivalent to at least the GS-5 level in the Federal service) comparing prices, discounts, handling charges and similar items on recurring types of procurements and making recommendations or decisions; drafting simple contract provisions and supporting documentation, assisting in the preparation of solicitation documents, or developing procurement memoranda to procure easily identifiable, readily available items; ensuring contractual/procurement documentation is complete and reconciling missing or discrepant information; and, reviewing clearly recognizable contractor performance (e.g., delivery of commodities or service) to determine compliance with contract specifications and terms.
OR
completed a bachelor's degree and obtained Superior Academic Achievement through one of the following methods: (1) class standing - you must be in the upper third of your graduating class in college, university, or major subdivision; (2) grade-point average - you must have a grade point average of (a) 3.0 or higher out of a possible 4.0 as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of your curriculum; or (b) 3.5 or higher out of a possible 4.0 based on the average of required courses completed in your major field or required courses in your major field completed during the final 2 years of your curriculum [Grade point averages can be rounded to one decimal place. For example, 2.95 will round to 3.0, and 2.94 will round to 2.9.]; or, (3) election to membership in a national scholastic honor society - honor societies are listed in the Association of College Honor Societies: Booklet of Information or Baird's Manual of American College Fraternities.
OR
completed 1 full year of graduate education (18 semester hours or 27 quarter hours) in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management, or a combination of these fields.
OR
A Combination of Education and Experience for GS-7: Individuals who do not meet the full amount of experience or education described for a grade level may combine completed portions in order to qualify for that grade level. Completed portions must total to at least 100%. Forty hours of work per week for 12 months is equivalent to 1 full year of experience. Thirty undergraduate semester hours or 45 undergraduate quarter-hours is equivalent to 1 year of full-time undergraduate study. Eighteen graduate semester hours or 27 graduate quarter hours is equivalent to 1 year of full-time graduate study. Applicants must have beyond a bachelor's degree to use this option to qualify for the GS-7 level.
